Learning from the Best: Spanish Experience in Digitalisation and Water Loss Reduction

Representatives of Croatian Waters, the Ministry of Environment and Green Transition, the Water Services Council, and Josip Juraj Strossmayer Water Institute participated in a technical knowledge exchange programme in Spain from 20 to 24 October 2025, organised in cooperation with the World Bank and the European Commission.

Representatives of Croatian Waters, the Ministry of Environment and Green Transition, the Water Services Council, and Josip Juraj Strossmayer Water Institute participated in a technical knowledge exchange programme in Spain from 20 to 24 October 2025, organised in cooperation with the World Bank and the European Commission.

The programme is part of the project “Support to Water Loss Reduction – Phase 2”, funded through the European Union’s Technical Support Instrument, aiming to strengthen the capacities of Croatian institutions and apply advanced solutions for water loss management.

The Croatian delegation visited key institutions and operators such as MiTEco, Canal de Isabel II in Madrid, and EMIVASA and Idrica/GoHub in Valencia, gaining insight into best practices in digitalisation, real-time network monitoring, and leak detection.

The Spanish experience showed that significant water loss reduction can be achieved through a combination of technological investment and clear institutional accountability.

Josip Juraj Strossmayer Water Institute, participating in the project as technical and expert support for sector reform, was represented by Director Mario Šiljeg.

The Institute actively contributed to technical discussions on adapting Spanish digital models to the Croatian system and on developing proposals for future national platforms for water loss monitoring and management.

This knowledge exchange marks an important step towards more efficient and sustainable water resource management in Croatia, fully aligned with the goals of the green and digital transition.
